The art style and music have to be given a pass, since Cuphead was inspired by the same source material (1930's rubber hose animation) The developers stated that Cuphead was an inspiration. This game is so similar I feel like it would be impossible for them to try to get away with it without people saying "wow this is just like cuphead" so do they acknowledge that it resembles it, or are they just acting like this idea and style is totally original? Honestly there are some concepts that I think could have even been from cuphead, like the three headed dog that burst out of the doghouse.
